Smart card company IF Security Solution Sdn Bhd (“IFSS Malaysia”) today announced the opening of a major smart card facility with a production capacity of approximately 40 million bank cards and SIM cards a year on a single shift, scalable to approximately 80 million a year on two shifts, enabling it to tap rising demand for smart cards in Malaysia and global markets.
Based in Petaling Jaya, Selangor, IFSS Malaysia’s Regional Personalisation Services Centre (“RPS Centre”) is being developed in partnership with IF Security Solution Pte. Ltd. (“IFSS”), a Singapore-based payment solutions provider with a customer base spanning 110 bank customers in more than 40 regions, as well as equipment and project partners from Hong Kong and Macau. With 10 production lines, the RPS Centre will be able to provide end-to-end smart card production, personalisation and fulfilment for banks, fintechs, government institutions and telecom operators.
The RPS Centre will handle a wide range of cards, including credit, debit, prepaid and government cards with magnetic stripe, contact and contactless chips, as well as physical SIM and eSIM for 4G and 5G networks. Through IFSS’s Innovation Card Lab, it will also offer premium and specialty cards, including metal, ceramic, LED and gold blast cards, and eco-friendly cards made from recycled PVC, degradable PLA and PET-G, with matching premium packaging.
The facility is equipped with high-speed inline machines that can personalise up to 1,600 bank cards an hour per line and up to 5,000 SIM cards an hour per SIM line, while its fulfilment lines can process 1,500 to 2,000 card mailers an hour. Its capabilities cover EMV data preparation, chip, magnetic stripe and graphical personalisation, encryption and key management, and secure mailing, with every card checked through optical character recognition, barcode, weight and seal verification. Issuers will also be able to manage their issuance plans and branch card inventories directly through IFSS’s Mavis CardTailor issuance platform.
Malaysia is estimated to have over 58 million active cards in circulation and 45 million SIM connections every year. Worldwide, about 8.3 billion smart cards were shipped in 2025, including 2.94 billion EMV payment cards, 4.08 billion SIM cards and nearly 650 million government ID cards. More broadly, the global smart card market was worth an estimated USD65.2 billion in 2025 and is forecast to reach USD122.8 billion by 2035, according to Global Market Insights.
Melvin Lee, General Manager, IFSS Malaysia, said:
“We are proud to announce the opening of our new production facility in Petaling Jaya, which is set to be a major hub for smart card production and personalisation in Malaysia. Malaysia offers a cost-competitive base for global smart card production, with a strong electronics ecosystem and logistical advantages. Notably, Malaysia was also one of the first countries to put chips in its national identity card and passport, which has enabled it to build a deep local expertise in secure document production. This provides us with additional credibility, as a Malaysia-based player, as we go out there and secure projects — on top of our operational cost advantage.
“Working with IFSS, our technology partner, we are targeting a multinational customer base across Malaysia, Europe, Africa, Latin America and the Middle East. Our goal is to provide a one-stop, end-to-end service for customers, from smart card production through personalisation to fulfilment.
“With an annual production capacity of approximately 40 million smart cards on a single shift, and up to 80 million on two shifts, we are aiming to achieve revenue of approximately USD25.6 million or roughly RM104.5 million a year, assuming an 80% utilisation rate on a single shift. This would place IFSS Malaysia among the top five local industry players.”
